    Good one. Franking by itself gives an incumbent a 25% head start.

    Redistricting, though, I think one could pass a redistricting plan at the state level pretty easily. I’m believe it’s in the US Code somewhere that redistricting reviews occur with every census, because Congressional Apportionment changes. A redistricting through territory I think makes best sense. But I think I’m preaching to the choir.

  2. The problem I see with a state-by-state redistricting plan is that some states would refuse to go along. Their incumbents would then end up holding all the leadership positions, and have control of Congress regardless of which party it might be.

  3. Are you saying you’re against Delay’s redistricting move for Texas?? That was the most blatant power move I’ve ever seen from a represenative. I thought the democrats in control here in NJ were bad, then I saw the republican cadre’ from Pa do their act after the 2000 census. Then came the “off year” reapportionment by Delay, what a scum-bucket move.

  4. Yes, I am. I believe that redistricting should be handled independently in all states. What you end up with is the fight we had here in Texas, the same fight that has gone on every census for the last forty years. This time, the Republicans had their way. In the past, it was the Democrats. The reason for the big fight was that the Democrats were used to having their way.
